Can you get a Citi credit card with an ITIN or no SSN?
Yes: Citi accepts an ITIN instead of an SSN, online or at a branch. Its card for building credit is the Citi Secured Mastercard ($200 to $2,500 deposit, $0 annual fee, 3% foreign purchase fee), but you need an SSN on file to upgrade from it.
