Residents vs people who work in Philadelphia

  • Residents pay the resident rate on all wages, wherever they work, including outside the city. Philadelphia is outside the Act 32 system, so no other Pennsylvania municipality's EIT is added.
  • Nonresidents who work in Philadelphia pay the lower nonresident rate on wages earned there. Their home municipality credits it against its own EIT, so they owe home EIT only if it is higher.
  • Remote days worked outside the city by nonresidents are generally not subject to the Wage Tax; this calculator assumes all work is in the city.

Worked example. A commuter from Cheltenham Township (Cheltenham Township School District, 1.5% home EIT) earning $60,000 pays $2,056.49: Philadelphia Wage Tax (nonresident) $2,056.49. A resident on the same pay pays $2,242.49.
